IMPORTANT

My telegram No. 267 [grp. omtd. ? to Hong Kong].

The Chinese are still bent upon [grp. omtd. ? getting] some of the people out of Hong Kong. They appreciate that air route is now impossible but they think that enterprising people might be able to slip out by some other means.

2. They ask that you should set up a Chinese committee to deal with applications from such people and that the committee should include a representative of the Chinese Government.

3. Function of the committee would be to explore ways and means of escape. It would do nothing without your approval.

4. Please tell me what reply I should make. See. [sic] above please pass as my 275 to Hong Kong.
